Father Stiene was born in Rockville Centre, New York, on June 10, 1952. In the Diocese of Peoria, he was named parochial vicar at Corpus Christi in Galesburg in 1998; pastor at St. Patrick in Elmwood and St. Matthew in Farmington in 2000; and vice rector for the local Rosminian community in 2001. He was assigned to serve St. Patrick, Elmwood, in 2004, and added St. Matthew, Farmington, in 2012.
